(svn r18842) -Codechange: Rename SPRITE_MODIFIER_USE_OFFSET to SPRITE_MODIFIER_CUSTOM_SPRITE, invert its meaning, and also use it for industry/house layouts instead of IS_CUSTOM_SPRITE().
