(svn r4557) - NewGRF: translate from TTDPatch control codes to our own, instead of just simple validation. We still perform
validation on any unhandled character.

KNOWN BUGS / PROBLEMS:

Normal and elrail depots look the same. Use 'X' (transparent buildings)
   to distinguish between them
Missing curors / icons for construction (currently using the conventional ones)
